The Challengers Banner does not need to be placed on Banner Stands and can be purchased from the Elder after completing the Deep Plains Cave Adventure Journal Challenge.
The Challengers Banner works by making the Raid countdown tick 1 second faster every second for every banner.
For example, if you would like a raid at least once every 10 minutes on "Often" Raid Frequency, then you would need 14 banners so every second ticked is equals to 15 seconds off the timer, and the max cooldown for Raids on "Often" frequency is 2.5 hours/150 minutes. (150 minutes / 10 minutes = 15. So 14 banners + 1 base tick)
