when you place your 
Settlement Flag it will create a settlement that will allow you to recruit different NPC to perform various tasks in the settlement. the cost to get them to join you varies depending on the job they perform and some NPC are locked behind Progression and wont visit till you reach a certain point in the Quests the Elder gives you
